2005 Darwin Bali Rally Sailing Instructions As at March 25 2005 1 THE COURSE The course shall be from the Start Line in Darwin Harbour to the Finish Line east of Benoa Harbour on the island of Bali in Indonesia 2 THE START The rally will start at 1100 hours CST on Saturday July 23 2005. There will be one start for all divisions. The Start Line will be a line located north of Emery Point in Darwin Harbour towards the Signal Mast of the Start Vessel at anchor that will be flying the Northern Territory flag and code flag "F". Competitors will leave the Start Vessel to Starboard. You will be advised at the pre rally briefing should there be any changes to the above. The Start Vessel will carry out the following start procedure. 1050 Hours Warning Signal, Code Flag "P" will be hoisted and may be accompanied by a sound signal. 1055 Hours Preparatory Signal, Numeral Pennant 1 will be hoisted and may be accompanied by a sound signal. 1059 Hours Code Flag "P" will be lowered. 1100 Hours Starting Signal, Numeral Pennant 1 will be lowered and may be accompanied by a sound signal. 1105 Hours 3 RECALLS An individual recall shall be signalled and any yachts over the line at the Starting Signal must return and restart. Any yacht failing to respond to an individual recall shall be penalised by the addition of two hours to its elapsed time. A recall may be made by hailing the offending yacht by sail number and/or by name by either using VHF Channel 16, a loudhailer or by a committee boat coming alongside. A General Recall will be made by hoisting "First Substitute" and calling attention to this signal by two sound signals. 4 THE FINISH Will be at a marker Buoy at the entrance to Benoa Harbour. You will be advised of the exact co-ordinates of this Buoy and all other details prior to departure form Darwin. Extreme care should be exercised approaching Bali and and entering Benoa Harbour at night as it is a busy port. Large dredges and ferries frequently transit these areas. In addition, close to the shore extra vigilance is required as there are usually large numbers of small unlit fishing canoes in the area 5 TIME LIMIT There is no time limit to the rally. 6 DIVISIONS Entrants shall be divided into the following divisions at the discretion of the Rally Committee, whose decision shall be final. Division I Racing Monohull Division II Cruising Monohull Division IIA Rally Monohull Division III Racing Multihull 7 RULES The Rally will be sailed under the International Regulations for the Prevention of Collisions at Sea and the SOLAS regulations as prescribed by The Indonesian sail Training Association APLI. The use of automatic steering is permitted. When engine propulsion is used it must be logged, totalled and declared at the finish. A Rally Division yacht shall not motor more than 50% of it's elapsed time and an amount of 30% of the total hours motored will be added to that yachts elapsed time prior to corrected time calculation.
8 HANDICAPS All yachts will be allocated a Time Correction Factor based on the yacht's measurements. The yacht's Elapsed Time will be multiplied by this T.C.F. to give a Corrected Time and placings. 9 SAFETY REGULATIONS The safety of the vessel and its crew is the sole responsibility of the skipper. All yachts shall have completed a non stop passage of at least 200 miles across open sea and shall comply with the SOLAS regulations as prescribed by APLI. Yachts must be presented with all safety equipment aboard for a Safety inspection prior to the Rally Briefing on the 20th July. Yachts may be required to undergo a second inspection on completion of the rally. 10 DECLARATIONS All owners or skippers of yachts must sign a declaration form stating whether or not they have complied with these Sailing Instructions and hand it to a member of the Rally Committee within 10 hours of finishing in Bali. 11 PROTESTS Yachts shall advise of their intention to protest on the radio schedule immediately following the incident. Protests shall be accompanied by a $10 fee, be completed on the correct form and handed to a member of the Rally Committee in Bali within 4 hours of finishing or transmitted via radio or any other means so as to reach the Rally Committee in Bali by 1000 hours CST on 10th August 2003. Any protest received after that time may not be considered. Protests will be heard by a Protest Jury whose decision will be final. 12 FLAGS Yachts must display the Rally Pennant while racing, and when in Indonesian waters, the yacht's own national flag at the stern and the Indonesian flag of a size not less that the yacht's own national flagfrom the crosstrees. Note that the Indonesian flag is flown with red uppermost. When you enter Benoa harbour you must display the code flag "Q" until you have been cleared by Indonesian Customs. 13 RADIO SCHEDULES The following radio frequencies are required: 2182 KHz, 2524 KHz and 4483 KHz. Yachts are required to report their positions twice a day. The Rally Communication Frequencies are Primary 4483 KHz or Secondary 2524 KHz. All yachts must report in on the Radio Schedules at 0745 hours and 1615 hours while at sea Failure to do this without a valid reason may at the discretion of the Rally Committee result in a penalty of an increase in your elapsed time of up to 20%. The procedure will be as follows; the radio relay vessel will call all yachts in alphabetical order as per your radio schedule list. When called give your latitude and longitude only,( in that order), be brief and concise as there may be many yachts to contact. If you have difficulty with your H.F. radio relay your position by VHF to a yacht equipped with H.F. prior to next schedule. This position report should be relayed in its correct sequence during the H.F. sched to the Radio Relay Vessel by the relaying yacht. All yachts that do not report in during the sched will be recalled at the end of the sched and any sightings or relayed positions will be clarified. The base station in Bali, call sign "Bali Rally Control" which will conduct the radio scheds. 14 RETIREMENTS Any yacht retiring from the rally shall make every effort to inform the Rally Committee by radio and continue to give position reports at each sched until safely in port, or if its radio is inoperative, at the earliest opportunity. Yachts returning to Darwin must first go to the Quarantine anchorage and clear Customs and Quarantine in the normal way for yachts arriving in Australia. 15 TIME ZONES Central Standard Time (Darwin Time) shall be used throughout the Rally for all communications and time keeping and is the time referred to in these instructions. CST. is GMT +9:30 , note that Bali time is GMT + 8. 16 REJECTION OF ENTRIES The Rally Committee reserves the right to reject any entry at any time up to the Preparatory Signal, in which case the entry fee may be refunded. 17 SPONSORS ADVERTISING Yachts may seek and obtain sponsorship and advertise it in whatever form they choose. 18 AFTER FINISHING Proceed with extreme caution when entering Benoa Harbour as there is a large reef area immediately to the north east and heavy marine traffic in the area. For your own safety do not enter Benoa Harbour at night without a guide boat, many yachts have done so with disastrous results At the finish you will be met by a committee boat, which will guide you to the marina, where you will complete Customs, Immigration and Quarantine formalities. 19 RECOMMENDED CHARTS The following charts are recommended for the rally, AUS 27, AUS 413, AUS414, BA 942A, BA 946. 20 PRESENTATION DINNER This will take place on Thursday August 4th. The exact details will be available at the Bali International Marina in Bali. 21 ADDITIONS OR ALTERATIONS Any additions or alterations to these Instructions will be advised at the Pre Rally Briefing at the Darwin Sailing Club on the July 18th.
